The blueprint of the docking station (at the entrance of the Transport Hub) can only be found if you have completed all the available missions of the Survivor’s Path and have started performing tasks in search of a mysterious signal with Connor. Once you've completed assembling your drone, you'll be able to use it to explore the Transport Hub.
