Most resources for crafting a drone and a docking station are available to survivors in the Wasteland locations, you just need to be patient and visit different locations many times. Rarer parts, such as flight controllers and hydraulic parts, can be found in the depths of the laboratory on the body of one of the local bosses. Flight controllers can also be crafted at your home base using the "Electronics Lab" workbench, and hydraulic parts can be obtained as rewards for completing expeditions.
