Once you come to Crater, you are placed into the Distribution Center. There you'll get access to several kinds of workbenches, personal inventory, mailbox, and you will also be able to embark on dangerous journeys in the company of other survivors. 
Don't forget to pay rent in time, unless you want to be moved out of the cosy walls of the Distribution Center into the less comfortable environment of the Slums.
