In each of the rooms of the settlement, you always install a table first. By approaching such table and pressing the action button, you can see which requirements are not met. You might need to improve the floor in a room or improve one of the other buildings in the settlement, for example, the Wall or the Barracks. Also check that all generators are filled with gasoline. Among other things, the previous rooms must also be built in your settlement.

In some cases, you may see that the workbench required for a task has already been installed, but the task is still not counted. It’s impossible to build a second machine like this, so what should you do? Simply remove and place the same very workbench in build mode once again, this will solve the problem.
