No, the nomads are pursued by Numb Zombies that don't have icy armor, so they can be killed with regular weapons. However, there are zombies with special armor   roaming around the Strange Factory. You can penetrate that armor with bullet cracker ammo. Look for it at the Icy Junkyard.
