Unfortunately, they cannot. At the moment, it is technically impossible.

By default, the game suggests you potential partners from the same territorial region (Europe, America, Asia) you are located in.

If you wish, you can change the region to the one the desirable companion is located in. Yet you should keep in mind that the progress is saved separately for every region.
